Individual competition:
In the individual competition of 2011, the invited and/or accepted National Teams, Representatives, Clubs, will take part where accepted at the pre-enrolment stage by the TRE TORRI Organizing Committee.
Awards:
All athletes placed in their relative weight classes in the first three positions must, obligatorily, take part in the Awards Ceremony.
Not doing so gives the Organizing Committee of the TRE TORRI event the right not to give the medals to athletes who for whatever reason are not present at the Awards Ceremony.
Draw:
Athletes who won (Gold – Silver – Bronze Medals) in each weight category at the last Judo World Championships in Tokyo 2010 the Beijing Olympic Games in 2008, Continental Championships in 2011, will be seeded on the contest table to avoid competing with each other before the final in Tab A and Tab B.
In the case that athletes who won medals at the last World Championship, Olympic Games and Continental Championships are not present, we will follow the same criterion as above by selecting the athletes of each category who won Medals at TRE TORRI 2010 or athletes of renowned worth or who are retained of importance by virtue of their personal International and/or National sporting history.
System of competition
Knock-out competition with Double Repêchage
Athletes of all weight categories will be divided into two tables, Tab A1 – A2 and Tab. B1- B2, by a draw. The system of elimination will produce two finalists.
All athletes who are defeated by the group of winners of Tab. A1 – A2 – B1- B2 will take part in the repêchage of their respective “Pools” as provided by the elimination system of the double repêchage.
The final match for third place (Bronze Medal) will be between the athlete loser of the semi final, belonging to Tab. A1– A2 and the loser of the semi-final, belonging to Tab. B1 – B2.
The two athletes who lose the fight will be placed fifth. The athletes who lose the final of the repêchage are out of the contest. They will be placed seventh.
Competition formula: Poule System - Round Robin
In the weight categories where there are, as everybody knows, few players, (from a minimum of 3 athletes to a maximum of 5) the Organising Committee will adopt the Poule System (Round Robin).
Mixed competition formula: Poule System - (Round Robin) - Contest Sheet: Quarter Finals - Semifinals and Finals
In those categories where players go (from a minimum of 6 to a maximum of 16) the Organising Committee will adopt the Poule System (Round Robin - Quarter Finals - Semifinals - Final) from the Poules made up of three or four athletes, the first two will be eliminated and who will then be inserted onto the direct elimination contest sheet, until we have a winner.
Referees:
La FIJLKAM - Italian Judo Federation – and/or the Organizing Committee will appoint International A and/or B Category Referees.
The Organizing Committee will invite International A and/or B Category Referees, which come with some foreign delegations, for an appropriate number (Ten Referees) for two days of competition with two “Tatami” and 400 athletes.
Refereeing:
The competition provides for the application of refereeing rules without the “Koka”, the only elements of evaluation are: “Yuko – Waza ari – Ippon”, “Osaekomi”, are 15” = Yuko / 20” = Waza ari / 25” = Ippon – whenever the fight is drawn, the “Golden Score” is used for 3 minutes, where there is no significant advantage on the table the ruling of the referee will be given with small hand-flags and will take account of both how much has taken place during regular fight time and during the “Golden Score” time.
PENALTIES: The first “Shido” is not marked on the points table, the second “Shido 2” gives the opponent a “Yuko”, the third “Shido 3” gives a “Waza ari”, the fourth an “Ippon”, the penalty “Shido 4” means a victory by “HANSOKUMAKE” over the opponent.
REFEREES: In each fight, a referee and two linesmen are chosen who are, obligatorily, of differing nationality to the competing players.
APPEAL: In no case or circumstance may the athletes and/or their representatives have recourse to the Refereeing Committee. No appeal and/or protest against the decision of the referee will be accepted.
Scoring:
Scores of participating players for final National Squad, Representatives, Clubs and/or Groups league table, will be:
1st Place - 10 pts.
2nd Place - 07 pts.
3rd Place - 04 pts.
5th Place - 01 pt.
Judogi check:
A) Advertising - Each Delegation Leader should make sure that the stitched and/or printed sponsors placed on the judogis are in conformity with the Rules of the IJF. Non-conforming judogis will not be allowed to be used.
B) Size -In order to respect size and measurements of players’ judogi complying with regulations and guaranteeing equality among all athletes, in this year’s TRE TORRI tournament we will make use of the “SOKUTEIKI” suit-checking device.
Every National Federation, their Representatives, Groups, Clubs will necessarily have to inform athletes as well as their Technical Directors and Coaches.
1. The Organizing Committee will have an adequate number of SOKUTEIKI devices in the warm up area, to allow competitors to check their own judogi before entering the contest area. At the entrance in the contest area, each competitor will be held responsible that his/her own judogi adheres to that of international rules.
2. Where there is doubt, the referee, using the SOKUTEIKI device, may check players’ suit. Where it does not adhere to regulations, the referee, having consulted with the umpires, must penalise the competitor with a “HANSOKUMAKE” and declare the opponent the winner.
C) Colour - Athletes must be equipped with two “Judogi”: one White and one Blue.
D) Olympic Initials of own Nationality - The athletes who represent National teams, must have the National Olympic initials, made up of three letters, stitched on to the rear of the judogi (ITA, JPN, FRA, etc.)
E) A written number will be assigned - to athletes of Representative Groups, Clubs by the Tournament Secretary in the “Check List”.
F) Athlete’s name on rear of judogi top - In order to compete, athletes must necessarily have their surname printed on to white material 7cm x 30cm, max. 12 characters 7cm high, to be sewn under the rear of the collar.
Official weight check:
Each athlete has to check in on the morning of the competition day with Badge and/or personal document (Identity Card – Passport), Federation Card, (Budo - Pass) and/or Federation License valid for the current year as per schedule.
The Badge (Special Card) with laminated photo, will replace the ID document and must be made on site on Friday 24th June 2011 where it has not already been done.Official weight check procedure:
Every enrolled athlete must present him/herself with his/her Badge and/or personal identification document. (Idendity Card - Passport) Federal Card, Budo – Pass and/or Permit valid for the current year as per programme.
The badge (Special Card) with laminated photo, will substitute the document, must be made on the spot where it has not already been done Friday 24th June 2011.
Exoneration from liability:
Each National Federation, Regional Representatives, Club is liable for their own athletes and particularly as regards: the checking of status of non pregnancy of women, including the verifying of sex of the same.
National Federations, Representative Groups, participating clubs, as well as Official Team Managers assume full Penal and Civil liability in the case of accident, and including all insurance cover for the athlete in the current year and who is participating in the TRE TORRI 2011 tournament, for Competition Officials, including referees during competition, thus releasing the Organizing Committee from any liability.
